去年8月芬兰欧亚创新中心和南京白下高新区正式达成合作伙伴关系以来, 双方为促进芬兰和南京两地的经济合作,科技合作,商业及人才交流形成了全面合作。今年, 芬兰欧亚创新中和南京白下高新区的合作达到一个新的高峰.
南京白下高新技术产业开发区管理委员会为中华人民共和国南京市秦淮区人民政府派出机构,承担南京市秦淮区东部高新技术产业集聚区的规划、建设、管理和服务职责。白下高新区是南京主城区内唯一的省级开发区,拥有完善的“1+X”公共服务平台和丰富的办公载体资源,是科技创新、人才培养、高新技术成果转化和总部经济的理想之地。一直以来,白下高新区管委会致力将白下高新区打造成为南京创新发展的核心板块、秦淮东部建设的动力引擎、全区经济发展的增长极点。
欧亚创新中心和白下高新区双方从去年2021年起,以白下高新中芬合作创新园为基础,从多个角度合作, 为芬兰企业顺利进入中国市场,以及中国企业顺利进入欧洲打通渠道。

一、项目背景
1、Project background
南京市是江苏省的省会。秦淮区是南京市的中心城区。白下高新区是秦淮区内唯一的省级高新区,也是依据江苏省级高新区排名在南京市排名第一的省级高新区。
Nanjing is the capital of Jiangsu Province. Qinhuai District is the central district of Nanjing. Baixia High-tech Zone is the only provincial-level high-tech zone in Qinhuai District, and it is also the best provincial-level high-tech zone in Nanjing according to the ranking of Jiangsu Provincial High-tech Zones.
从2018年开始,南京市政府启动“生根计划”,对接国际合作。南京市政府指定南京市的每个区针对性对接2个国家的创新资源开展合作。其中,秦淮区负责对接芬兰和日本。
Since 2018, the Nanjing Municipal Government has launched the "Rooting Plan" to connect with international cooperation. The Nanjing Municipal Government has designated each district in Nanjing to cooperate with the innovative resources of two different targeted countries. 作为秦淮区唯一的省级高新区,白下高新区负责了其中的大量工作,包括组织出访、接待来访、举办南京创新周相关活动、举办各类会议、洽谈项目合作等。
As the only provincial-level high-tech zone in Qinhuai District, Baixia High-tech Zone is responsible for a large number of tasks, including organizing outbound visits, receiving visits, holding related activities of Nanjing Tech Week, holding various conferences, and discussing project cooperation, etc.
3年以来,我们与芬兰、日本等国的一批政府部门、高校院所建立合作关系,签订了多项官方合作协议,积极推进友好城市建设;建立海外协同创新中心、海外创新联络站;实现4批次出访芬兰,接待100多批次芬兰、日本及周边国家政府、机构、企业代表团回访;先后组织南京创新周“主宾国”芬兰系列活动、芬兰国会“中国日”、首届芬中研发与科技创新合作论坛、秦淮区集聚全球创新资源恳谈会等400多场双边论坛峰会、对接活动和会谈;促成南京和芬兰、日本项目合作60多个,成功落地芬兰项目1个。
In the past three years, we have established cooperative relations with a number of government departments, universities and institutes in Finland and Japan, signed a number of official cooperation agreements, and actively promoted the construction of sister cities; established overseas collaborative innovation centers and overseas innovation liaison stations; realized 4 batches of visits to Finland and received more than 100 batches of return visits of governments, companies and institutions business delegations from Finland and Japan, successively organized more than 400 bilateral events, forums, summits, matchmaking activities and talks, such as the "Major Guest Country of Honor" Finnish series activities in Nanjing Tech Week, the Finnish Parliament "China Day", the first Finland-China R&D and Technological Innovation Cooperation Forum, Qinhuai District Global Innovation Conference, etc.; facilitated more than 60 cooperation projects between Nanjing and Finland, Japan, and successfully landed 1 project from Finland.
为进一步推进国际合作,按照南京市政府要求,今年白下高新区建设中芬合作创新园和中日合作创新园,更好地开展国际合作活动,服务芬兰和日本的国际合作项目落地发展。
In order to further promote international cooperation, in accordance with the requirements of the Nanjing Municipal Government, the Baixia High-tech Zone will build the Sino-Finnish Innovation Park and the Sino-Japanese Innovation Park this year to better carry out international cooperation activities and serve the development of international cooperation projects from Finland and Japan.
二、项目概况
2、Project Overview
白下高新中芬合作创新园、中日合作创新园项目位于白下高新技术产业开发区范围内,用地面积约1万平方米,规划总建筑面积约3.86万平方米。其中地上建筑面积约3万平方米,地下一层,地下建筑面积约0.86万平方米,主要实施内容为科研办公。该项目规划2栋8至10层单体建筑,由南京秦淮科技创新创业发展集团有限公司负责建设,项目总投资约3.93亿元。
Baixia High-tech Sino-Finnish Innovation Park is located in Baixia High-tech Industrial Development Zone. The project covers an area of about 10,000 square meters, with a planned total construction area of about 38,600 square meters. The aboveground floor covers an area of about 30,000 square meters, and the underground floor covers an area of about 8,600 square meters, mainly for scientific research and office work. The project is planned for two 8-10 storey single buildings, which will be constructed by Nanjing Qinhuai Science and Technology Innovation & Entrepreneurship Development Group Co., Ltd., with a total investment of about 393 million yuan.

1#楼:地上面积约1.5万平方米,地上共10层,高度为41米,标准层层高为3.6米,标准层面积约1500平方米;

2#楼:地上面积约1.5万平方米,地上共8层,高度为44.9米,标准层层高为4.8米,标准层面积约1875平方米;

计划建设一层展厅,展示白下高新区和芬兰的国际合作成果,并展示芬兰的科技创新成果、优质企业、优势科技,促进国际交流合作。
Planning to use one floor to build an exhibition hall to display the international cooperation achievements between Baixia High-tech Zone and Finland as well as displaying the scientific and technological innovation achievements, high-quality enterprises and superior technologies of Finland, so as to promote international exchanges and cooperation.

计划建设中芬国际合作孵化器,帮助芬兰企业起步发展。
